GEORGE TOWN— The Ministry of Natural Resources and Environment must take stern action against those responsible for the illegal reclamation works for the Aman Laut project in Kedah, said Penang’s Lim Guan Eng.
The Penang chief minister, who expressed his shock over news that the reclamation project had commenced without an Environmental Impact Assessment (EIA), has called on the ministry to take action under Section 34A of the Environmental Quality Act 1974.
“Why is no one asking for this section to be enforced on those behind this, either the company or the state government that approved the project?” he asked.
The section provides that a company is required to submit and get an approved EIA report before commencing reclamation works, and any offenders may be fined RM500,000 or face five years prison.
Lim had compared the treatment against the developer with the Opposition-led Penang state government, which he said gets “hammered” for any project even when there were EIA reports.
He also questioned the Kedah state government on why the project was allowed to commence without the EIA report.
“How can they allow the company to start work without the EIA report? We want the minister to issue a directive for the company or the state official involved including the local authority to be punished under Section 34A,” he said.
Lim was commenting on the stop-work order issued by the Department of Environment (DoE) against the RM1.2 billion mixed development project in Kedah.
It was reported that reclamation works on the project by a company called Property Builder (Kuala Kedah) Sdn Bhd, dubbed as the “Dubai of Malaysia”, had started without an approval from DoE.
Environmental watchdog Sahabat Alam Malaysia reportedly said that mangroves along the coast is being affected due to the reclamation works.
Local fishermen were also reported to have opposed the project as they feared it would jeopardise their income.
The Kedah government has said that developers would be asked to re-submit a full EIA report on the project.
